Consoles will not do 4K Gaming.
next gen, may be closer to ready for 1080p 30fps at most games
but 1080p on a 4k display will be double pixeled
720p will be quad pixeled
wont look bad, just very blocky compared to native 4k images
That being said, this isn't even up for debate, the "new upgraded" consoles will still be well below pc hardware and the ability to hit 4k simply means more sacrifices to other areas. They will not look nearly as good as a pc with the proper hardware rubbing 4k and in many (if not all)cases be running 1080p upscaled to 4k.
It's more or less Sony and Microsoft admitting that they rushed their consoles out the gate and trying to give their playerbase a justification for their 4k tvs.
I play my sports games on an X1 and will not be buying a pointless upgraded system when I have a $4k pc (canadian) sitting ten feet away.
They are just updating the hardware with AMD ZEN
PS5 is on the drawing boards already; we should see that before 2020, so I would not even bother with stuff like XboxOne-S or PS4+
If you really want gaming well done, build a PC. If you are content with console gaming; just stick to the current consoles until a whole new one comes (as in next gen)
The S and PS4+ are small stepping stones to keep the revenue rolling; nothing more.
Even if you do go grab a 4K UHDTV, you can run 1080p and 1440p content on that and it will scale just fine. Unlike doing 720p stuff on a 1080p TV, which then looks super blurry.
I would not even waste your money on anything 4K until they are revised. As 4K 60Hz and 120Hz are going to be more common soon. We had to wait for HDMI and DP specs to catch up and such. Plus they are about to wipe out all this LED stuff by using OLED which will be night/day difference with a screens response timing and visual clarity, not to mention the contrast ratio. I would not buy a 4K TV until your provider is able to push 4K TV Shows/Movies to you. Which will still be a while yet. DirecTV and Comcast are hard at work in doing just that though.

"According to a press release sent out moments after the conference by Sony Interactive Entertainment, a small footnote states that PS4 Pro’s “4K quality images” as described, will only be made possible by “graphic rendering or up-scaled” means — indicating that the console’s 4K visuals are not native."
