Not familiar with that particular GPU, but my pants R9 380 will run GTA V on max and not get 100% usage.
As long as you're getting desired framerates, it doesn't matter what the GPU usage is. Lower GPU usage is only something to worry about when you're not getting desired performance in-game.
Nothing you could run would push a GTX 1080 to 100% usage @ 1080p res; unless the app is pushing ridiculous FPS for example. The GPU is doing it's max, based on settings and any limiting factors involved (such as V-Sync). So 1080p + V-Sync, yea you should never be seeing 100% GPU usage.
But measure CPU usage as well; if your CPU is nearly 100% and your GPU usage is low; that usually means the CPU is bottle-necking the system and not allowing the GPU to do what it otherwise could when paired with a better CPU.
If you impose a Frame Limit such as V-Sync(limits you to 60 FPS) then your GPU will throttle up to that speed and stay there, whether it's maxed out or not. If your GPU can run the game at over 60 FPS, it'll show up as less than 100% GPU usage. All it means is your GPU has a bit of extra power ready to unleash.
You should start to see 100% usage once you upgrade to the 1440P monitor. A 1080 is an insanely powerful card, running it at 1080/60 FPS is like driving an Indy Car at the speed limit. It'll be barely ticking over.
