My guess would be your general specs are just too lower for newer hardware.
Quad, Dual CPUs, doesn't matter... the Intel GHZ in such a system is too weak for modern games for the most part. And newer GPUs will not really shine at low-res.
Not sure what Games, Settings, Resolution and all that is involved where you say the 960 fairs better, but something newer like an AMD 480 you'll want to run around 900p or 1080p, minimum
Sometimes it could be the games being picky for one reason or another. Alot of games will not do better with more physical CPUs. As they are coded to utilize 1x CPU for most part. At this point, better to have more cores that are clocked higher; versus more physical CPUs.
Some games would only benefit from 1x of your Quad CPUs, and being Intel at 2.8Ghz, that is fairly low for alot of newer games.
