Most games use only about 2 - 4 cores, making that i7 6800k a bad idea to go for, but at the same time, would be great to have because you have two cores that not being used, that you can use for your streaming. Keep in mind, you can do this just as well with the i7 6700k or even i5 6600k.
Now the thing is you will get better FPS when comes to i7 6700k over the i7 6800k because of the base and turbo clock speeds, and again most games only use 2 - 4 cores, very few games use more than 4 cores, and it's not a trend yet, but maybe in year or so, more games might use more than 4 cores. But as of right now the best overkill CPU atm is the i7 6700k, which you can easily over clock to 4.4ghz or 4.6ghz if you water cool it.
Outside of gaming, such as editing or rendering, i7 6800k would have a bit of a lead, only by a bit, not much, which makes you wonder was it really worth that extra $110. Short answer is no, also if you do like 4k editing, you can do it just fine on the i7 6700k without a problem.

Now for bottlenecking GPU, no the i7 6700k won't bottleneck the GTX 1070, or even the GTX 1080, it's only when you start to SLI 2 cards that you may see some fewer FPS than the i7 6800k, but other than that it's only about 10FPS at most depending on the game as well.
Mafia 3 isn't good game to benchmark on as it's was just a poor port of the game, and didn't start getting patches until the whole community called them out to fix it. So I wouldn't recommend any videos, other than seeing how they can run well before buying the game atm.

I have an i7 4770k and honestly, as much as I want to upgrade (just because I love building pc's) I know it'd be a waste of money. The gain is negligible and the cost is substantial for such a small performance gain.
For a pc made strictly for gaming, until your cpu becomes a bottleneck, there's no sense in replacing it.
