To play GTA V you should get at least 8GB of RAM and an entry-level GPU such as the AMD RX 6400. This will be more than sufficient for GTA V, but it might not be enough for many other more modern games.

You have a media PC, nothing more. It's not meant to run games.
i7 3400Mhz is kinda low for these days. Try to get at least i7 4000Mhz, if possible.
Yes, 20 GB Ram DDR4 should do the job, but 30 to 35 GB would be even better.

The same Speed/Mhz IS important though.
Open up your machine, it likely has a single RAM module of 4GB installed. On the sticker stuck to the module there will be a model number, see if you can find an identical module for sale online. You will want to avoid mixing RAM if possible and 8GB will be all you need to run GTA V, this will be the cheapest and most sensical route. If you can't find any identical module just grab any single 4GB of 8GB DDR4 stick.
Then get a low power GPU such as the AMD RX 6400.
This all combined will be plenty to play GTA V, it will not be enough to play many modern games.
If playing other modern games besides GTA V is something you also want to do you should instead look at just getting a new PC.

Its also capable of using a Dedicated GPU, so a small GPU like a 1030 or similar or better would greatly improve your FPS more so than additional RAM would, but more RAM is still recommended, 8GB at the least.
