Not the first time when I'm wondering if you're actually reading anything other than the initial post.
Dumb question here, OP: is the laptop plugged into the wall socket at all times, or it's used on battery only at some point?
My device is only 20 days old but I tried to preserve my battery health by not overcharging the battery. So I keep it plugging in while doing intensive gaming and unplug and let the battery drain but not below 20% if used for other thing that isn't gaming or when playing low system demanding game.
That might explain why setting the resolution to 1080p resolves the issue because you've removed the underlying issue, 1080p doesn't need to be scaled. Even if it isn't Windows scaling per-se I wouldn't be surprised if it was something in that vein.
The alternative would look up what experiences other people have had in specific games on similar settings. If most people agree they have to run Terraria in 1080p on a 17inch screen and there's an explanation for that, then that's probably that. And it could apply to other games as well.
You don't need to play grabass with the battery, it's not 2002 anymore.
I suspect the same but while at default 4K with 250% scaling, I tried changing the scaling to 100% but keep it at 4K, ofcourse everything on the screen turn small it only take up space on the corner of my screen which is not pleasant to look at, but regardless, the performance didn't improve at all.
Old habit die hard about the battery thingy.
Also I am dumbfounded by how I'm literally the only person making forum about this issue be it on steam forum or other forum. This seem as if it suppose to happen to all 4K 17.2inch laptop since they all scale at 250% by default. Laptop with this spec maybe uncommon due to it price but still... someone other than me has to have it right?
Just disable DPI scaling in the properties of each .exe before launching it and it wont matter what resolution scale you use.
Tried it just now with about 10 games. For what ever reason as soon as the game launch, the setting reverted back to being Override the App DPI and of course the flicker and low fps persist. Can't seem to find a way to make the setting not reverted back as soon as the game launch.
Sure a 3080 ti should run anything at $k. So it suggests the 3080 ti isn't always being used, or there's some other weird behavior where it's maybe not clocking up like expected under weird conditions.
Doesn't appear many people have this laptop. Most of the times you'd find at least some reviews from random people online on the world's most popular sites like Amazon or Youtube actual gaming experiences but I can't find squat. Seems like you're one of the few people who bought this and not surprising. For that money most people would have just built a kickin' desktop. I'm not criticizing your purchase, just saying that you may very well be one of the few people who have ran into this uncommon behavior with this hardware. Also it seems like it is a very new laptop so possibly they need to speak up in order for them to realize it needs to be fixed. Even the forum seems a bit empty.

True, but I do see 4 video on youtube of people doing an in-dept review of this laptop and each of the 4 video is also made by a very reputable reviewer. But the problem is that all of them are reviewing the very rare 1080P screen version of this laptop instead of the standard 4K screen version that i have. Maybe they cheap out and didn't want to get the significantly more expensive 4K screen version to do the review on? I don't know but what ever the case is, the 1080P screen version doesn't seem to have any issue as far as I know.
But I don't even know where the hell did those people got the 1080P screen version from. On the official MSI announcement event, they only talk about releasing 4K screen version and on all the store (that I ever visited in real life and on the internet) also only have the 4K screen version for sales.
