do you have a current gpu you are upgrading *from* ?
you can get rid of the ram comparison if they are the same, it will be easier to compare that way.
main considerations are the cpu and gpu, but also why is the psu going down in wattage ?
put it with the 1660s would be a good mix for it
upgrade the cpu and ram later if the 5600x gets cheaper or on sale
Throw out the old RAM and get 2x8 GB 3200 Mhz CL 16.
GTX 1660 Super is decent option when you can get it cheap.
Probably best to start with GTX 1660 Super and then save money for 5600X and RAM upgrade. RAM is cheap so you can do it before 5600X.
upgrade that first for the greatest effect
1650 is weak, get something much better even if you cant afford a better cpu at this point

If you can make something like this, then great.
If your budget is tight, there is no problem to downgrade to GTX 1660, GTX 1650 super or GTX 1650 GDDR6, GTX 1650 GDDR5 and the worse of the all, but ok for not AAA games is RX6500XT.
Edit: Maybe l am wrong about RX 6500XT that it is worse than GTX1650... but it deppends how much VRAM you will use so

Is that a good cpu ?
Ryzen 5 4500 is performing like Ryzen 5 2700X (Note: Ryzen 5 4500 have 2 cores less, but the single core performance is better)
From Ryzen 3 3200G to Ryzen 3 4100 is not a big jump and not a small. Ryzen 5 3600 is around 10-20% faster than Ryzen 3 4100, while R3 3200G can't keep up with the Ryzen 5 2600
