PC freezes and emits buzzing sound from audio output - hard reboot required
Hello everyone, I'm going to list all my specs first and then my issue,

CPU: i9-9900K
CPU COOLER: Be Quiet! Dark Rock Slim
GPU: RTX 2060 Super
RAM: 2x8GB Patriot Viper DDR4 2666MHz
MB: MSI MPG Z390 Gaming Plus
HDD: Seagate Barracuda 4TB
PSU: CoolerMaster 650W
Monitor: LG Ultrawide 34UM60-P
Case: Be Quiet! Pure Base 600, this came preinstalled with 2 Pure Wings fans, 1x120mm, 1x140mm

For context, this is my old PC. The parts I used for the time I had this were all but the monitor and the hard drive and it worked fine. At one point I swapped out the RAM for 2 sticks of T-Force, and later I upgraded everything, putting the Patriot's in storage until I needed them, then I handed my old PC over to my brother very recently so we can game together.

When I put the PC together, it refused to turn on. I double checked cables and parts, to no luck, until I took out the Patriots and put them back in. By then it would turn on for a split second, spin the fans a bit, turn off, and it would try to repeat the process by itself until I flicked off the PSU. I looked at the RAM to see maybe I placed it wrong and I believe that was the issue, because then the computer seemed to run just fine. At this point I did NOT have the Seagate HDD yet. After I fixed the power issue, I added an old Toshiba HDD to see if it can boot up at least to BIOS.

* Next day, I installed the Seagate HDD (brand new), put a new Windows 10 OS onto it, and the computer worked. I did GPU driver updates, and let my brother try it out. His first game was Roblox, and after a few minutes of playing, the computer would freeze completely and the computer made a loud buzzing sound through the audio output, in this case, headphones. I had to do a hard reboot. I checked for windows updates and sure enough I had plenty to download. I installed them and let him try it again, it worked fine for Roblox for the rest of the night, until he tried to play SCP: Secret Laboratory and the computer would freeze and make the sounds until hard reboot. I did troubleshooting. I ran the Windows Memory Diagnostic and said RAM was fine. I did HDD defrag, it already had 10% fragment, so I defragged. I ran sfc /scan, found corrupt files and repaired. I ran benchmark tests such as Furmark and CPU-Z and computer was fine.
Come today this morning, he plays Squad and runs fine, until 30-45 minutes passed, where the same issue happens again. I check defrag, it's now at 3%, check sfc /scan, no integrity violations. As far as I know the PC doesn't overheat. I did not do a BIOS update, I worry I'll mess it up. Version is E7B51IMS.1B0. ME version is 12.0.64.1551. PC Partpicker says MB will support CPU with version 7B51v15. Are these two the same?

I'm genuinely confused as a novice builder. Is this a problem with HDD, faulty disk, bad sectors? Faulty memory? Bad PSU or too heavy on it? Wrong BIOS settings? These parts worked just fine when I had them. I'm happy to answer any questions. Thank you in advance!

The sound you hear is because of the PC entering the spinlock state. It can be for any reason, including:

1. Bad overclock or auto-overclock causing instability

2. GPU overheating, make sure that game has it's frame rate capped so it doesn't stress GPU for no reason. Some games do not have a frame cap and can run for an infinite amount of frames (well the max your GPU can do...) which is completely pointless and also wastes power

3. CPU overheating or instability from TURBO modes or stepping, you can set your CPU max performance to "99%" in Windows (under Battery/Power Profile) to disable turbo mode on the CPU. Some CPUs are unstable with turbo modes, even if they have it as a feature...

If it still happens:

4. RAM - make sure it's not overclocked, take one RAM stick out or try a different stick and see if it happens again. If it's more than one stick of mismatched RAM refer to your motherboard or PC manufacturer's suggestion on how to install it. Generally slower RAM goes in first or on the first channel, then faster RAM on the second channel.

5. HDD/Harddrive - depends on age or whether you dropped it. If it's an SSD it's unlikely to have many issues but the quickest test is to use another drive and disconnect the one you are using

6. Drivers - Unlikely, but certain drivers can freeze the PC. Usually drivers for Keyboard, Mouse, Sound, Network Adapter, etc.

If you still cannot find the problem, to rule out a hardware one the best way to do it IMO is to load up Linux and use it. Windows is so full of bloat that it can be anything, even software from a keyboard manufacturer with a "special" driver to control RGB on a keyboard or software to control a fan's light.

sound loop is due to the sound card/ic looping its output buffer because its not getting any new data

I've never tried to OC any of my builds, but I did turn on the XMP boost for the memory to see if it made any different this morning, but no. I turned it back off.

PSU is Cooler Master 650W Master Watt, [www.newegg.com] model MPX-6501-AMAAB-US, I bought this one roughly almost two years ago.

So far I heeded to advice #2-4, I'm going to run Squad for a while and see if it changes anything. I also moved the memory sticks from DIMMA2/B2 to A1/B1. A2/B2 go first on the MB.

I also checked for any RGB drivers. The MB has a static red light, keyboard is a Redragon keyboard, also static red, and a Rii mouse that has a rainbow cycle. These were offered to me with the monitor. As far as I know the RGB cannot be changed, I didn't find anything. I'm planning to replace the mouse and possibly keyboard.

Quick update, Squad ran fine for about half an hour. I tried SCP: Secret Laboratory and after 20 mins the issue occurred. I'm now going to try with one stick of memory on A2.

Unstable Clocks, Voltages; or poor PSU.
Put the DRAM on the XMP profile in the BIOS.
Do a memory test via bootable media.
