i7-7700 stuck at 4ghz turbo idling at 90+C
So im not running anything and my cpu usage is at 5ish percent but its running at 4ghz and running way too hot even with water cooling. anything i can do to get it to clock down and lose some of the heat?

Is the voltage correct? Click speed doesn’t always mean more heat. My 6700 idles at 4.4ghz and 40c.

I’ve just noticed the ‘water cooling’ part… is it working right?
Use HWMonitor or something to check the speed of the pump. If it's failing it could be struggling to pump the fluid round meaning it's not being cooled effectively
its a corsair h60 aio water cooler and the fan is spinning as it should. base clock for the cpu is 3.6ghz but i rarely see it actually drop below 4ghz

Enable 'balanced' power plan. Also, try undervolting.
1. Turn off your PC
2. Disassemble all your components
3. Re-assemble your PC without the water-cooler (regular fan).
4. Plug in an USB-thumbdrive Linux-Live-Distro OS and check your thermals and voltages.
5. If everything checks out, re-attach your water-cooler and re-check again.

These are the 'only' reliable options, I can think of to make sure that you find what is wrong with your PC.

I just undervolted slightly using throttle stop and now cpu is idling at base clock speed of 3.6ghz and a much cooler 36c. TYSM for the help

This shouldn't be required. I would look at motherboard/bios.

I mean, 90° vs 36°. I don't think there's a need for any more tinkering. Of course, ideally it should idle at 800MHz, but this won't make much difference.
You sure you don't have a virus or something using your resources?

Power saving states like if you don't use the cpu too much it is down clocking under the base clock
