1 main thing come to mind, background security and maybe firewall antivirus
If your antivirus mistakenly quarantines some of your game files, Steam may label that as a corrupt content file issue. Or your antivirus might be deleting the update game files before Steam copies them to the game location.
Temporarily disable anti virus software
Also delete Steam downloads cache.
Close everything out capable of using the internet, programs/processes etc.
Have you tried downloading or moving the game to your main drive to fix it then transfer it back to the USB drive?
And just for the hell of it
What is the brand of the USB drive? are you sure its a legit model with correct size and not a fake?
I have my games on a USB drive 4 TB WD, its set as default and all game downloads are downloaded to that . No problems with speed ever.

Is space a problem with your HDD?
Do you own the game and this is a patch for it?
Which game is it?
Try running the game with administrative privilages. Go to the Steam directory / common and rightclick this game 's .exe and run as administrator .
If you have enoughh space on the system drive try changing the default downloads library in the Steam storage manager to windows system drive incase its a speed transfer issue to the usb drive. Once downloaded and installed successfully you can move the installation files of that game to your USB drive. Rightclick that game in your library proprties.>local files>move install folder.
