Xbox Series X Controller issues

Just started having an issue with the Xbox controller working in Steam games only. This is a new issue and I can't seem to find a fix. What is strange is the controller works in games with Epic and outside of steam. The game will, "load" the controller and then it will lag like it had a temp disconnect. I have done the following.
1-Different controller
2-Blue tooth, xbox wifi dongle and usb cable
3-Updated the controller
4-Updated all drivers I could find (Windows ECT)
5-Closed programs Razer ect

I am assuming this is some Steam related driver issue.

Uninstalling steam and installing seemed to fix the issue.

check steams controller mappings for bpm/desktop/chord

set them to default xbox instead of k/m
