An i5-6500 and B150/H170 mobo would be good on a budget.
Optimally you could get an i5-6600k and Z170 + cooler.
With the i5-6500 you can just use stock cooler though.

You'll get your 60+fps if that's fine for you go ahead and get the gtx1060.
Other cpu less intensive games would fair better with respect to bottleneck.
