For something actually expensive yet very nice looking a DYI multi cooler for your GPUs and CPU. Able to get you the finest overclocks
Ehm, water is a liquid.
What I would do is save up for a new CPU, mobo and RAM even if it means foregoing the expensive cooler because the performance will still be much better regardless.
Just thought water would do a better job than air cooling
My recommended coolers:

Any 360mm rad
A build your own cooler that will last you longer as long as you take care of it and follow what jayztwocents says about it.
EKC water cooler packs
I.e. a Noctua D15 wipes the floor with Corsair's H100. They win by noise / cooling performance, as well as in pricing. If you want to have it a little cheaper, try the little brother, the D14, or other competitors like the Dark Rock Pro 3 from Be Quiet.

Fans can obv. be moves as wanted. Up / down, or placement. Just measure first before you buy. That's the main downside of these monsters, they're quite large.
