Anyway, the choice is easy. The Asus is the better choice as the Gigabyte one does not support the i5-4690. The CPU does not even fit as the Gigabyte has a LGA1155 socket while the i5-4690 is a LGA1150 CPU.
its not a betetr chipset for the CPU he has. If he had a 4790K as example it would be different. But he doesnt need the fully unlocked BIOS as his overclockign capabilities are highly limited anyway and is not recomment for ppl that have no idea how to OC locked CPU's.
b85 is for 4th gen (4xxx)
of those 2 board only 1 will have the correct socket
even if it was a 4690k, it would be better than the 4690 even in a non z board
4690k will have higher base clock and turbo over vanilla 4690
that wasn't my point but...you are 100% correct, just like with the k chips the Z chipsets come with benefits as well even if one isn't over clocking. Allot of times they have better Audio chips and I/O
