Intel Core i9-9980XE - Intel Core i9-9900k
It's time for me to upgrade from a i7 2600k and two GTX 980's to either a Intel Core i9-9980XE socket 2066 or a i9-9900K socket 1151 with a new mobo ram 16 or 32gb and a GeForce RTX 2080 Ti, i have the other parts from my current PC apart from the OS which is currently an OEM W7 64 bit

I want the guts of my new PC to last for years but i can change the graphics card as that's an easy task to do so my queston is, which processor would you go for?

Neither. Just look up some reviews by Gamer's Nexus and you will know why.

If its for gaming the 9980xe is a stupid option, slower and 4x the price of the 9900k, which, itself, isn't really the best option for gaming, I think that probably goes to the 9700k now.

Of you want the features of an hedt setup, but for gaming (so mainly pcie lanes for sli 2080ti) the 9900X would be the best crazy option.

For single card, sod it I want the best without being too rediculous, then the 9900k is solid.

Either way, you'll want windows 10 not 7.

Well for one thing, any new hardware and you'd have to use latest Linux that works on them, or Win10 64bit

Like the others said.

Those chips are a horrible purchuse. Overpriced, not all that great for gaming. If you are only using this machine for gaming you are just wasting money when buying these chips.

And you are forced to get a modern OS, Windows 7 will not be able to properly use the hardware and it's a pain in the butt to install.

I recommend i9-9900k since it's cheaper and faster than i9-9980XE. Besides, delidding IHS may potentially break your CPU. Hence, i9-9900k is recommended for gaming and content creation.

You can buy the CPU already de-lid from a Pro and with full warranty.

If you break a CPU while delidding you shouldn't have Delidded in the first place as you clearly didn't knew how to delid then.
Besides that delidding both of them doesn't do to much. You need to sand the 0.8mm silicon layer down to 0.4mm which actually is the cause for the bad temperatures.

Thank you for your inputs i really do appreciate it, so it's looking like a 9900k socket 1151 with W10 64bit so i'll be able to use DirectX 12 with that.

I use my PC for gaming and i like to have Twitch running at the same time as a viewer but i would like the opportunity to stream as well at the same time if i want to, i'm also thinking of using three monitors, one of them 4k, i have a 144hz and a 60hz running at the moment.

16 or 32gb of ram?

Isn’t the 9xxxx series heat spreader lid soldered in rather than glued on now?

^ Yes; not much reason beyond an extreme OC'ers needs to delid any of the 9th Gen CPUs.
Its really the 8600K and 8700K that have a real issue regarding this, where even a simple delid process and cleanup with those CPUs can help bring down temps by as much as approx 20*C alone. No real needs to do this with 9th Gen, however please know you will need some serious cooling for a 9900K. I'd highly recommend a Case with beefy airflow and a decent 280mm or 360mm Liquid Cooler for the CPU.

I would just go for i9-9900K CPU. unless there is specific workload on computer that you using? AutoCAD? Programmer? any heavy load program?

If you are going raw core count the TR4 socket with a Threadripper 2950X is probably a good cpu if you are doing a lot of compute tasks beyond just gaming.

You don't need a high core count for multi task. You need that for stuff to Render or CAD. However if you work with adobe you will fall far behind with TR4.
Also thanks to a very low IPC and clock they suck for gaming an are even worse then an i3 for gaming.

What resolution is the 144hz one? 1080p?`1440p?

I said "compute tasks" not multi-task. Compute-tasks are high performance heavily parallelised workloads. Even if you don't use it for compute tasks. 16 cores + 32 threads, gives you lots of head room in applications like GNS3, VMware, Blender3D renders (Compsitor, physics simulation very CPU heavy only) , in terms of raw performance. AMD outshines Intel in many ways. I am pretty sure Intel has such an "aggressive market share" purely because many applications are baised towards Intel chips.

And this really wouldn't be far from the truth, Intel is one of the primary drivers for many technological advancements, such as Thunderbolt 1 and 2, NVMe, and so on.
