CPU usage at ~80-90% in GTAV. Should I upgrade the CPU?
Or save that for when its 100% constantly? gpu at 50% ram at 50%

Fps is what you should be evaluating. If it isn't unplayable don't bother. An upgrade to an i5-6500 would cost a few $100 for what - another 10 fps?
GTAV is known to be a cpu hog.
But would a cpu upgrade lower cpu usage?

Cpu usage doesn't mean that much as it's just an average the usage of each cpu thread. An i5-6500 has 4 threads. Running at 80-100% is normal.

If you bought a faster cpu, the gpu would run faster (up from 50% to maybe 100%) which in turn could mean the cpu usage of the new cpu would 80-90%.

Not an issue of FPS, GTA5 and quadcores don't mix.

OP, if you're not happy with the performance you're getting in GTA5, look for a used i7-6700k or 7700k, theyre the best CPUs that you can use in that motherboard.
But no harm (damage wise) will come from running your CPU at 90+% usage, but you will be more likely to have stutters/hitches, and lower FPS in general (not that it matters with Vsync and a 60hz monitor.)

Vice versa. GTA V can use only 4 cores. OP doesn't gain anything from additional cores.

Kinda missing the point

The reason he's getting the Usage results he is seeing is specifically because hes using Vsync
With Vsync off the GPU usage would be higher and possibly with lower or the same CPU usage.

That's not the way bottleneck works, we've been over this before.
A game requires a certain amount of threads to function, in this case, GTA5 needs about 6, then higher FPS causes more load on the CPU, because it needs to send more data to the GPU.

So, by limiting FPS to 60 (using Vsync in this case) is actually reducing CPU usage. Helping his performance.
If he were to turn it off, he would get higher FPS, and CPU usage would be at 95>% constantly.

Could you show me benchmarks of it only using/scaling to 4 threads?
(The benchmarks have to be from this year, and include both single and multiplayer.)

Sure thing:
426% == is effectively using 4,2 cores (it normally lays down near 4)

But yeah, GTA V creates more than 4 threads (more than 20 to be more precise):

But they aren't used at a 100% all the time, so 4 cores seems to be the sweet spot for this game.

Get a better cpu, such as 7700K
Update your bios to support 7th gen.

Or save up and go with AMD Ryzen cpu and motherboard

Also have your os and apps on an ssd, as well as this game

userbenchmark has some data that says you will get more FPS with better CPU:

60.5 FPS avg / rx 480 / i5-6500 @ max[www.userbenchmark.com]

73.2 FPS avg / rx 480 / Ryzen 1600 @ max[www.userbenchmark.com]

Although I am not sure it will decrease your CPU usage itself, it is possible if only 4 threads are mainly in use the 6c/12t should give you more resources available to both run the game with all the threads as well as background tasks.
