GTAV is known to be a cpu hog.
Cpu usage doesn't mean that much as it's just an average the usage of each cpu thread. An i5-6500 has 4 threads. Running at 80-100% is normal.
If you bought a faster cpu, the gpu would run faster (up from 50% to maybe 100%) which in turn could mean the cpu usage of the new cpu would 80-90%.

OP, if you're not happy with the performance you're getting in GTA5, look for a used i7-6700k or 7700k, theyre the best CPUs that you can use in that motherboard.
But no harm (damage wise) will come from running your CPU at 90+% usage, but you will be more likely to have stutters/hitches, and lower FPS in general (not that it matters with Vsync and a 60hz monitor.)
Kinda missing the point
The reason he's getting the Usage results he is seeing is specifically because hes using Vsync
With Vsync off the GPU usage would be higher and possibly with lower or the same CPU usage.
A game requires a certain amount of threads to function, in this case, GTA5 needs about 6, then higher FPS causes more load on the CPU, because it needs to send more data to the GPU.
So, by limiting FPS to 60 (using Vsync in this case) is actually reducing CPU usage. Helping his performance.
If he were to turn it off, he would get higher FPS, and CPU usage would be at 95>% constantly.
Could you show me benchmarks of it only using/scaling to 4 threads?
(The benchmarks have to be from this year, and include both single and multiplayer.)

But yeah, GTA V creates more than 4 threads (more than 20 to be more precise):

But they aren't used at a 100% all the time, so 4 cores seems to be the sweet spot for this game.
Update your bios to support 7th gen.
Or save up and go with AMD Ryzen cpu and motherboard
Also have your os and apps on an ssd, as well as this game

Although I am not sure it will decrease your CPU usage itself, it is possible if only 4 threads are mainly in use the 6c/12t should give you more resources available to both run the game with all the threads as well as background tasks.
