Good temperature for amd ryzen 2700x?
My amd ryzen 2700x is around a temperature of 95 degrees, should this cause my screenstutters? And what should be a normal temp for this CPU?

That would be overheating, Normal temps should be preferably below 80c, what are using to monitor temps?

with stock cooler maybe 60-70 while playing and 80 or something with a stress test

Use HW Monitor to check temps, Corsair Link is not accurate.

Yes, you experience thermal throttling. Are you using stock cooler and did you overclock?
What's your vcore?

It says GPU is on 58 celcius and preccor on like 40, at fans 1 fan is constant on 1, 1 is really weird going from like 0 to 1200 back to 0, while i played games it was on 0 all the time and the other fan doesnt go up at all it stays at 0

That is a bit high, I would pop the lid and leave it off for a while and see if temps drop... if so may have to improve airflow or just leave it off and clean it a bit more often

Could also be, the gpu fans not being detected properly... I much prefer hwinfo64 and / or MSI afterburner while checking temps and fan speeds

If that is correct and the gpu temps are also high, could explain why case and cpu temps are high...

Did you change anything in the BIOS, if not, don't bother.

Your grafics card has a low load mode, where it shuts down the spinning. See here[www.gigabyte.com] under 3D ACTIVE FAN.

Your problem is not the gpu temperature, it's the cpu temperature.
