Steam Deck: Network Configuration
Hello!
My son is getting a Steam deck. I need to control his access to the Internet. (Please, no discussion as to why this is necessary). Today on his Windows computer, I do this by not giving his userid Administrator access, and configuring the ethernet card IP address using my admin id.

Can I do something similar on the Steam Deck? Can I create an admin/root ID for me to enable/disable network access as needed, and give my sone a non-privledged userid to play his games?

If this is possible, are there any tips on how to do this? I am comfortable configuring Windows and MacOS, but not very experienced with Linux.

You don't even need to do any of that; ever.
You can handle this via your Router config and just deny a device access whenever you want; or even give it a scheduled time-frame of when access is allowed.

On your router through DHCP you can assign the device a static IP based on its MAC address, then it will always be assigned the same IP address when it connects to the network. If you then want to block access to specific content you can do so via DNS.

Most modern routers also have the ability to temporary block internet access for a device or to set a time-frame in which internet access is allowed.

Even fairly cheap Linksys, Cisco, Netgear Routers; and the Comcast supplied All-in-One Modem + Routers from the last 10 years or so that I've used offered such features.

Thank you for the router suggestion. I hadn’t thought of that. I checked our ISP router and it looks simple to restrict access on per device…..brian
