both right and wrong. in theory the next version should be always better, but also you may start getting artifacts and return to the older version or wait for another verion. they are being updated regularly
when they start making drivers for newer gen cards they are less optimized for the older gen cards
But yes, if the latest driver gives you any issues (Which is very rare, especially for these newer cards) then you could go back a few releases.
Artifacting generally indicates something else being wrong with the card itself, not the driver. Driver issues generally include certain application no longer working (properly) aswell as stability and performance issues.
If a game you play doesn't work anymore of gets bugs after a new driver release (Chance of that happening is basically zero) report the bug to Nvidia.
