Strix GTX 1060 6gb/Strix RX 580 8gb on this PSU
I already have a PSU, Corsair VS450 and dont have budget for a new psu. I dont know if this will be able to run both cards.

The specs are:

i3 4160
8gb ram
2hhd 7.2rpm
3 rgb omega nova 2 spectrum fans

Of course I will prefer the RX580 since it has the higher vram which will really help me when it comes to editing in After Effects, I once used a gtx1050ti and I thinks 4gb is not that enough from what I am doing.

PS: I am just a student who is studying and still learning new skills so money dont come that much. :( Also, the only games Iam playing is dota 2 and LoL. Multimedia apps using are MAINLY, Photoshop, Illustrator and very minor use of AE and Premiere because I am still learning it. Also, this setup is just a gift...

This might not exactly relate to what you're asking, but first off After effects does not use the GPU, so getting a newer GPU or better one won't improve anything. You can probably use a GT 720 and it will perform the same in After Effects as faster card. If you are wanting improvements in after effects I recommend getting a new CPU. Since you're using the LGA 1150 socket you can get the i7 4790K which is the fastest CPU for that socket. If you're using a locked motherboard then get the locked version of the CPU. Don't buy it new on Amazon unless you want to spend 500 dollars on it. If you're looking for gaming, then upgrading the CPU and GPU would be at most wise because an i3 4160 with those GPU's is a pretty large bottleneck.
