Acer V277 = Richer accurate colors, bigger screen, but pixels are space out, but depends how far you're sitting away from the screen.

AOC g2590VXQ = Faster responce time, which is really hard to notice anyways between 1ms vs 4ms.
well i am sitting about 1m away from monitor so I think that it would be better to go for acer V277 right?
Depends how good your eye sights, which you're sitting pretty close to the screen, as you may notice the difference for the pixel density, such as sharper looks, or looking blurrier.

No monitor will affect fps. Because all a monitor is doing is displaying frames not renderign the frames that is done with the GPU and the data provided for the GPU from teh CPU.
However IPS has a way better and color accruate picture then TN. Also respodn times a kind meaningless. Respond Time =/= Input lag. Also respodn times onyl tell gray to grey respond times not the respond times of color (Redy Green, Blue).
24" has better pixel density (smaller pixels, so image is sharper), 27" is better for 2560x1440.
Pixel density doesnt affect fps no matter how big the screen is. The amount of pixels does like going from 1920x1080 to 2560x1440.
IPS panels have better color quality but they also have higher response times (usually 4 or 5 ms) that can cause ghosting in fast action games like CS GO, for games like that 144 Hz TN panel with 1ms response time is better.
To answer your question.
1. No it won't affect your FPS, because it's the same screen resolution. Unless you're doing multiple monitor setups such as this.

2. There's a difference between TN, VA, and IPS.

3. If you're going after higher refresh rates, watch these videos.

^This. The bigger the screen the more space out the pixels will be, but it comes down how far you are sitting from the screen to notice the difference.

Asus VG248QE or BenQ ZOWIE XL2411P.

Acer GN246HL is also decent low budget 144 Hz monitor.

For 1080p, I would stick with 24inch, at 27 inch it's a bit big for 1080p due to the pixel density.
