A 1070Ti with a 2600X and a Cryorig H7 would be the optimum combo.
If you want a better cooler than the stock and which isn't too expensive, get ID-Cooling SE-214X.
Or virtually anything else that wasn't made by Deepcool. I personally would go with a Cryorig, they're great quality for the price and the H7 would give plenty of overclocking headroom. If you want something a little more premium, it's hard to go past Phanteks and BeQuiet.
Then buy an Intel CPU. Ryzen are a very small sandbox, any serious overclocker would get bored quickly. At least with an i5 or i7 you don't have a "brick wall" at 4.1 GHz.
If you have the cash spare, sure go for the 8700k, but don't do it at the expense of a better GPU.
Both chips will hit the same wall with overclocking, just Intel's is higher, but the same essential process is used for both.
Best case, the Intel option will get 20-30 FPS higher, but that's when the frame rate is already north of 100, in demanding games, the difference will be smaller.
With that said, a 2600 with a 1070ti will perform much better than an 8700k paired with a 1060 6GB.
