If this "guide" made your download anything or run any commands in the CMD/Powershell you may very well have downloaded malware on your PC, run Malwarebytes if it did.
What you will have to do is go back to that guide and use that to revert everything back to default. If you can't get it fixed you will be looking at a clean installation of Windows.
Simply go to Windows either Normal Mode or Safe Mode; which ever way you can get in.
And re-run MSCONFIG and revert the changes. Not hard to do at all. If you changed anything for Processors or Memory, completely un-check those boxes and click OK out of both windows, then Restart Windows to apply.
