A Windows "Reset" isn't going to cut it here.
Then clean install the OS and do Updates + Driver installs.
Then take the time to put your data back where you want it to be; such as perhaps things like Saved Game Files and alike. Always try to have a couple Drives, not just one. Relying on a single drive will get you into trouble at some point as even with viruses or other issues, that drive could just up and die at any time.
There's also probably a bunch of Windows update to get it back to the latest build version. Check under Start > Settings > Windows Updates and do a manual check.
Next: Do you know your motherboard model or graphics card? You should go to your motherboard's offical website > support > downloads. Download the latest drivers, including chipset and bus controller, etc. Install those. Then do the same with the latest graphics card drivers.
A Windows reset, reinstall or even major OS build update will normally remove the drivers and default to it's own native drivers. These might work, but can be slow in some cases, if it doesn't fully support the hardware functions.

Win10 can run un-activated and still run as intended; you just will have water-mark and no access to Windows Store when Win10 is not activated.

To go deeper you can use Kaspersky Rescue Disk it will allow you to remove infections when the system is completely offline. In other words windows is not even running.

Basically Rescue disk is Kasperskys antivirus scanner with disinfection capability inside Linux with a KDE Desktop environment.
Reinstalling Windows takes 10 minutes.. just do it.
Tell that to the numerous times I've dealt with viruses using that exact method. And a combination of other tools including, Spybot, Malwarebytes, AntiRootKit (Malware bytes), Kaspersky (TDSS Killer), Kaspersky (Virus Removal tool), and a number of reputable virus removal tools. After doing this I I repair the system install using both
sfc /scannow
DISM /Online /Cleanup-image /RestoreHealth
Restarting a few times, and the system should return to normal.
Other thing to note, is Fededog19 could use a number of tools to monitor for system usage to determine which applications were hijacked. If any, or if Rainbow Seige has just had it's V-sync setting locked into place. Consecutively rainbow seige being slow does not say the entire "system is slow" Giving a single example is not enough to determine the cause of his issues.
You jump to conclusions about what to do, reinstalling windows isn't 10 minutes, after you install windows 10 by default on specifically home premium versions, an automatic update is forced on the machine. So reinstallation turns into hours of update files which have to be pulled down from microsoft update servers.
waste of time; you are sure of this possible virus; then 100% clean wipe the OS drive and reinstall the OS. All this time talking about it, the OP could be completely back to where they were before all of this.
It's so simple, why do folks make it sound hard/difficult to go this route.
DO the safe bet, wipe drives clean.
As I said, if there is vital stuff the OP cannot loose,csave it to a separate flash drive which you can then scour clean once you know the main system is good.
Sorry sphere but you're really making this much harder than it needs to be, as you are new here, you should know the mods REALLY don't like people insulting others, just a friendly heads up before you join the 'i got banned for a daft reason' club most of us are members of.
No all this pointless scanning is 10X more down-time
In business world we always setup C Drive to where if lost, NOTHING is really lost.
You restore C Drive from ISO, boom done, backup and running.
If only casual users would get this and handle every PC they touch this way...
