Are you freeing up hard drive space? Those don't take up much space, and you are correct in being concerned about other applications requiring them. However you won't do permanent damage by uninstalling them, and if something breaks you can always reinstall.

no. avoid deleting this, if you want to play games. these files are often required for gaming. i cant really tell why, but i had this problem oftener and it is a horror to find the software you need, when some dll-files are missng and .net framework etc include these dll-files and other necessary data. i dont really know why, but i experienced what i mentioned.

yeah i'm freeing my hard drive space because i got like 400 gigs of apps, and i've decided to not uninstall the visual c++ and those other things but thanks for the advice tho
Silverlight can be removed. Everything else needs to stay, these are libraries used by various applications.
You should delete Silverlight as soon as you can as It's been out of support and development for a while now. It's a vulnerability on your system.

The other two I would keep and maintain with regular Windows updates. There's a combo of 2015-2922 C++ that you might want to install instead of each year separately.
You can delete older duplicates of Windows updates by running Administrative command-prompt and pasting:

dism /online /cleanup-image /startcomponentcleanup
You shouldn't remove them and if you do they will just get installed again anyways next time you run/repair said program that relies on it .

If you uninstall VC runtime and .Net framework, a lot of games would stop working.
Not sure about silverlight though.
