Hopefully it'll have something to identify it, Mine has 2 programs Surfshark and Surfshark TAP driver. Just look for TAP and that should get you the name

I can't spot any VPN there. If it was a Windows Store installation, not specifically from the store as normal .exe can just start the process. Check Windows Settings > Apps
Again no name = awkward and MS gone the whole NOT so SMART huge **** with images nowadays so a simple screenshot = multiple because the rest of the screen is filled with HUGE useless rubbish.
Could try Searching for VPN or TAP. In my case the TAP driver from mine gets a result. That result gets me the brand Surfshark so I can then search for Surf and find both and uninstall them from there
But yes check your Windows Store App as well and see what all is listed in there as installed.
Also double check the Extensions of any installed web browser; as the VPN app might be running through that as well.
Do you have a 3rd party Anti-Virus suite?
It is very possible that it has a VPN feature.
A driver could still be running. First, press Windows key + r and type: services.msc. Scroll thru and look if there's a Service corresponding to the vpn. If there is, right-click on it and stop it. With the Service stopped, you can then go to its file location and delete it. Or, go into Safe Mode and delete it there.
Open Task Manager and click on the Startup tab. Is there anything related to your vpn there?
f there's no Service, this is somewhat less safe but you can look among the drivers in C:\Windows\System32\drivers. If you hover over the driver's name, you can see what it's from. If you're lucky, the driver's name is similar to the name of the vpn, maybe it would trigger your memory of it. This can be very tedious so like I said, it would help you a lot if you could remember the vpn.
