TotalAV and Windows Firewall
I just tried to add a program to the Windows firewall but somehow TotalAV has blocked my ability to access it.

When I click Use recommended settings Windows Defender Firewall throws up this error:

Windows Defender Firewall can't change some of your settings.
Error code 0x8007045b.

I have googled for solutions but so far none of them have worked.

I've even disabled TotalAV (right click systray icon and selected Exit) but the issues remains.

Why has it locked me out of the Windows Firewall settings?!?!?! If I knew it would do that I wouldn't have bought it.

You have to clean-install to return to Windows 10. But you want to stay on Windows 11--OK, so minimize any risk of lingering issues and consider a clean-installation likewise.

You can manually migrate your data to another drive via drag-and-drop and then unplug it to keep it offline to save it. if you have a storage drive inside your machine, to be safe, unplug from the motherboard before reinstalling Windows.

For reinstating drive letters, there are some guides online using DISKPART commands but I would call it a day and clean-install with an ISO embedded on a USB/flash drive. A repair might not go far enough. This link will provide the ISO. For clean-install, choose "Create Windows 11 Installation Media." When you boot from the USD, you will see in small letters: Repair this PC. But to clean-install, choose the partition with the proper volume in GBs.

This will wipe and re-format your Windows drive, losing any remaining data and any system modifications. If you repair, you may risk further wear-and-tear to your drive due to residual issues. It's happened to me before.

No I want to return to windows 10 and ♥♥♥♥ 11 off.
But I don't want to lose my files and programs. It'd be a huge PITA to install everything from scratch.

Is there a command I can use to force it to do an in place upgrade of windows 10 and keep files and apps?

I got the firewall back! But the store still doesn't work. I'm going to see if I can restore that from the setup or get a manual installer that actually works.

This, and it would have been the better option given that OP is apparently still trying to troubleshoot existing issues and likely to make things worse as this goes on.

I got a third party AV and used it's firewall.

Windows updates caused the firewall to be disabled. Microsoft's own updates caused the issue. They need to get better programmers. Because as it stands now they are pathetic.
i was using Avast but i had to troubleshoot an issue and uninstalled it . Now Defender is the dog guarding my PC . It s working well
