your PC is grounded. aslong as fans aren't smothered
by the carpet you have nothing to worry about.
It's not about location so much as how it's set up. If you have fans on the bottom of the case sucking air in, that's your intake. If your PSU has its fan pointed down at the ground, that's its intake. Most cases would have intake fans on the front, not the bottom, but most cases would also have the PSU intake on the bottom. Either one would a problem, technically. A lot of cases also have dust filters on the bottom, so it's less the dust you're worried about and more the lack of airflow.
If you have too many intake fans, pressure inside the case will force air OUT anywhere it can escape. If you have not enough intake/too much exhaust, it will draw air IN anywhere it can. If it's balanced, then all you have to worry about is where the fans are (you're not going to draw air into the bottom of the case if the case isn't sucking air anywhere but the intake fans in the first place). If you don't have intake fans on the bottom of the case but your case is sucking air in, then it's gonna suck it from the bottom too.
The easy answer is always going to be "No, don't have the PC on the carpet". Will it ruin it? Probably not. Is it as good as having it on a hard surface? No, it isn't. Even a piece of cardboard under it would be an improvement.
If it pulls in the air through the bottom and pumps it out to the back, it's probably fine, since psus or cases already have small air filters in them to make sure it won't start burning.
Hot air out of the back shouldn't be an issue if you were listening to the physics teacher in school :P
If the PSU is mounted on the bottom it draws air from the outside, bottom of Case. It should hear or feel it moving air though unless it's under heavier loads
You'll still need to get in there every so often and remove dust, but it'll be miles better than sitting on a carpet.
