Disable the Driver Updates in the OS so they do not auto-update through Windows Updates.
Make sure all Windows Updates are complete til none are left.
Win10 OS should be clean installed to an SSD.
Install IOBit Driver Booster to get the rest of your Drivers.
Configure NVIDIA Control Panel properly for Gaming and don't use Geforce Experience.
Once Games are installed, go to properties for any game .exe file and disable "Full Screen Optimization" and also set all game .exe and game clients to "Run As Admin"
Disable MS-OneDrive so it doesn't screw up your Documents folder.
I did This, updated 11 drivers. Still the same

Make sure all windows updates are finished
use the task manager and see if anything is using the CPU that shouldnt be
Using Shutup10 may be a good idea using "Apply all recommended" settings
Using it to turn off Defender may also be a good idea
all in all, depends on what the PC is trying to do
I used Shutup10, nothing changed... no improvement.

I was playing fine on windows 7..
Well thats what that benchmark stated when you did the test
so you should keep an eye on your CPU usage
