Low Frames after Windows 10. Please Help!
Hello guys, this is my first post.

Most of the times i figure out things on my own but couldn't do it this time, I'm really stuck. Anyway let's get down to it.

So couple of days ago I had some problems with my HDD ( it was really slow and had some "mining" malware) so I decided to buy an SSD. I bought the SSD and took my PC to our family friend, to install windows 10 on it and stuff. Before I was using windows 7, i was running PUBG for example, on 70-90 fps most of the time. Today I brought my PC home and after downloading the game and stuff, I barely can run with 20 fps.

I reinstalled my nVidia drivers twice, with complete clean installation, and everything.. I even disabled stuff in the registry : like DVR...

I'm really desperate and really need your help!

My specs are:
i5 4460 3.2
Gtx 960 2gb
8 gb of ram

I really had no issues with my gaming performance, i mean I was satisfied with my PC.

Very high background CPU (65%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC).

that explains your crappy results

Make sure all windows updates are finished
use the task manager and see if anything is using the CPU that shouldnt be

Using Shutup10 may be a good idea using "Apply all recommended" settings
Using it to turn off Defender may also be a good idea

all in all, depends on what the PC is trying to do

Install ALL your Drivers yourself, GPU is only one of them.

Disable the Driver Updates in the OS so they do not auto-update through Windows Updates.
Make sure all Windows Updates are complete til none are left.

Win10 OS should be clean installed to an SSD.

Install IOBit Driver Booster to get the rest of your Drivers.

Configure NVIDIA Control Panel properly for Gaming and don't use Geforce Experience.

Once Games are installed, go to properties for any game .exe file and disable "Full Screen Optimization" and also set all game .exe and game clients to "Run As Admin"

Disable MS-OneDrive so it doesn't screw up your Documents folder.

I did This, updated 11 drivers. Still the same

Make sure your monitor is plugged into the GPU/GTX 960 and not the motherboard.

I already made sure, even in the nvidia control panel i have my graphics card selected.. :(

I don't really have high CPU usage.. I mean it doesn't show so.

I used Shutup10, nothing changed... no improvement.

QuickNote: Even stupid online games on Miniclip have stutters :))

Chances are, your GTX 960 is faulty, replace it.

I don't know which solution but i kind of solved, i opened my PC and moved some cables probable some feature from Shutup10. Thanks you guys

Well thats what that benchmark stated when you did the test
so you should keep an eye on your CPU usage
