That will be a side grade.

And that is an APU, so unless you plan on using the Vega I-GPU don't buy one. CPUs like the 1600 are at the same price point as the 2400g and are much better.

Budget is 300 for it also want to add an extra ram
Why?
7400 is still good and perfect for a GTX 1060.
Wait until your CPU will start to be too weak, at least other 2/3 years should be able to run all games very well (1080p 60 fps high).

That is a terrible advice. This platform is dead, you are better of getting a brand new i5 8600k for less than the 7700k and overclocking it to get better performance.
But can I use RGB fan?

If your budget is 300 and you want to buy a new cpu/ram you will also need a new mobo. Mobo+ram+cpu will cost you more than 300 unless you want to buy used parts from previous gerenations.

Yes if you want to waste your money on useless things

Well I have 750 extra to spend but 300 is the maximum I'm willing to spend on a cpu

lol, dude. OP already has the 1151-v1 mobo, if he goes 8th gen he will need a new 1151-v2 mobo. And if OP only games he isn't going to see much difference between the 4c/8t and 8c/8t CPUs.

used 7700k = ~$200
8600k + mobo = ~$350

Then you will still have to get a new mobo whick means you will still have to spend ~$350-ish. Also new Ryzen CPUs will release in only a few hours, if you do go Ryzen get a 2700 or 2600.
