If you want to upgrade, sure, go ahead. It will be a nice upgrade but nothing astronomical.
And in 1-2 years we will probably have way better GPUs then the 1070 ti, 1100/2000 Nvidia series or AMD Vega 7nm/Navi.

Should still give you 60 fps since u have 1080p @ 60hz.
And there is zero info on these upcoming GPUs, so we don't know what CPU you should buy. These GPUs are still 6 months to a year away from release.
then i wonder why i can't get stable 60fps on wildland? benchmark shows i get 53 minimum and 73 maximum with 65avg FPS but when i actually play it decreases a lot especially when driving (i get around 43fps even on medium setting) is it because of my ram? i have 8GB ddr3 ram
i guess my current CPU is just not enough? is i5 8600k the best i5 for gaming?

But maybe u can tweak some stuff to squeeze out some extra fps.
It's still a good 4 core cpu.
But on the other hand, an upgrade to 8th i5 will give you a nice boost and your have enough juice for the next x yrs. Even enough to go with a 1080 ti.
It's a better option, slightly stronger and you have the overclocking feature.
But keep in mind if intel k, u need to buy a cooler, only the non-k comes with an intel stock cooler.
Would aim for:
Cpu: i5-8600k
Cooler: Bequiet dark rock 3 or noctua d15 if u wanna do overclocking, if not a decent one like the Cryorig H7, bq pure rock or so.
Mobo: Asus prime z370-A or Strix-H
Ram: 2x8GB DDR4 3000 Mhz.
And add a 1070/ti or 1080 (depends on your budget)
If you are prepared to drop around 500 bucks for an upgrade, then I would aim for an 8600k or see how the new and ryzen 1700x does in a few days time, overclock either to get the best out of them, especially Intel.
The new i5 chips have 6 cores so are actually more powerful than 7th gen i7's.
What makes the 8400 a good chip is boards that have MCE (multi core enhancement) that will boost all cores to the max boost frequency instead of just the 1 core as stock, this sort of overclocks a locked chip.
