That usually fixes it. If it doesn't you will likely have to do a clean install of Windows.
Windows start menu > Type "winver"
If you have the Spring Creators update it should be 1803.
If you do indeed have the Spring Creators Update reinstalling is indeed a smart thing to do if you are having issues with it. You could try messing around with the drivers but reinstalling will be a much faster and guaranteed fix.
I am unsure if Microsoft already has the 1803 .ISO up for download. Last I check (A few days ago) they didn't.
This issue crops up on Win 10 enough that Microsoft had created a general-purpose repair tool which may help you. It's entitled the "Start menu repair tool", and despite its name, it's supposed to correct common problems involving the Task bar, System tray, and Start menu (these are all controlled by the same Windows subsystem).

While no one can guarantee it'll fix your particular issue, it won't hurt, and there is very little effort involved in giving it a shot. Good luck.
Its an issue with the Tile data being corrupted
For the record, i tried the microsoft start menu tool as well and it didnt fix it.
i cant remember how i fixed it, but i did follow search result instructions having to do with the start menu not working.
The one fix i didnt have to do was the major one, which had to do with copying the tile data from one account to another to fix it.
It seemed to almost always be a bug related to 1st account being one used via Microsoft Live account login; don't do that or use that method. Set your Windows user account to "local only" as then you can still setup and use Microsoft live account logins for things like Windows/Xbox Store, etc. anyways even with local account only user.
Also once Win10 is a clean install and reaches the Desktop for 1st time, just let the system sit idle for approx 30 mins while it finishes the 1st batch of Windows Updates + Driver updates, which is done automatically if you're fresh Win10 PC is connected to online connection already once reaching the end of the installer/setup.
Also learn the Win10 (Winkey) keyboard shortcuts; all very handy to learn/know.

from the task manager, right click 'windows explorer' and click 'restart 'so that windows will reload startup itmes.
Then CTRL+ALT+DEL > Task Manager > Start new process > Explorer.exe
