Does your GPU reach 99% usage?
If not, it won't matter, you'll either have a negligible difference or it'll make latency worse.

You're better off capping FPS to a stable value with RTSS to reduce latency.

nothing can help with network lag, other than changing isp or location or the server you play on

AMD Anti-Lagg helps put input device over gpu frames to help avoid input lagg. This only helps to have enabled if using VSync, Adaptive or FreeSync
