if you put settings to the lowest, it will run, but may not be a playable fps

The OP's Laptop won't be good for Windows Games really aside from very old legacy games that can run ok on that very poor CPU and GPU; and maybe some 480p/720p side-scrolling types.
Games like DOTA2, CSGO, TF2, MineCraft are going to be a no-go on the OP's laptop.
MAYBE if you install some lightweight Linux it MIGHT run with lowest settings, low res and 30fps.
But on my ol' laptop when i still had windows 10 in it. Enter the gungeon (pixel roguelike bullet hell indie game) barely ran with 60fps on lewest settings 720p. And this craptop has a n3060 with 2.5 GHz. And this old laptop was already so crappy that it ran with it's max boost clock at ALL times, even during idle.
But has Motha said. system requirements change.
Someone tested tf2 with a PC which es even a bit faster than the recommended specs. And it still ran like ♥♥♥♥. Even on lowest settings.
So from crap lap to crap lap owner here.
Install some lightweight linux distro like Arch with xfce if you have some technical knowledge or Lubuntu (with L) if you aren't that technical. Windows is just too slow and bloated for old laptops like we got.
It's a wonder at least hp even ships such bad laptops such as mine with windows to begin with. IMO they should've come with linux from the start.
I know things like like Minecraft and League of Legends, two other examples of games that have been running for a very long time and are typically ones that will run on lower end and older hardware, need much more than they once did a decade ago. My aged and low end laptop was once rather decent for Minecraft despite being officially below requirements on the CPU side, but in modern releases it's much more harsh in some situations because of the CPU, even though I believe the last time the requirements officially changed to go up was years and years back, before the point it became like it is now.
In short "it's what the market wants". A lot of people don't know what to look for and just buy whatever based largely on price.
And most consumers will just want Windows; if they are willing to try anything else at all it's an Apple (no idea why they accept Mac OS when I guess it's Linux-based but won't want to learn Linux, but that seems to be the situation).

since linux is non profit, they don't have money to spend on advertising. thus only tech nerds know it.
2nd even if people would know it. They'd think installing it is a virus. I mean you have to download an iso, flash it to an usb stick and load it. A normie could think you are hacking the nsa that way.
I think it's sad. Zorin OS for example has clearly a lot of potential and from videos i've seen. It really looks like a competitor to macos or windows. Easy to install, ships with nvidia drivers. Easy to use. looks really polished overall. So is pop_os, Ubuntu and many others.
But seriously, this craptop should've come with windows 7 or older, or just some beginner friendly Linux distros. It would've been a much better experience with less 2 minutes to wait for a browser to open.

But either way, people don't seem to want to stray from Windows, unless it's with Apple (might be because they push their walled garden software suite whereas Linux is both more unknown and more of a go-get-your-own landscape). And within Windows, whatever is the latest version (or, during introduction of a new version, maybe you have the choice of the "old" one for a while) is typically your only choice, and Windows 10 has been the only choice for a long time, remaining a version that wasn't followed by a replacement for so long. I'm not sure how the laptop in question is, but if it had Windows 10, I imagine Windows 7 was never an option and was "out of offering" by then? I had a Windows 8 laptop in late 2013 and I reverted it to Windows 7.
Some OEMs started offering Linux years back, or at least I know Dell started to with at least a couple/few version offerings, including Ubuntu, years back but I'm not sure if this is still offered as widely. I imagine this may help greatly as most people just use what comes on offer with a new PC rather than explore other options, but I'm not sure if it did actually raise user use of Linux. At this point, it's been decades of Windows and its software as "the" PC OS and that might not be easy to change.
You can see that the regular consumer is willing to use something non MS or Apple. Chromebooks are somewhat succselful and are just an idiot proof Linux. And i swear everyone using a chromebook doesn't know that he or she is running Linux.
It's a matter if you trust a company.

The recommended specs for such games have gone up over time.
Long answer, yes but you need to play at lowest settings in order to do so, and performance may not be as great.
