Install Steam without admin?
I am wanting to download Steam on my school laptop (It is my own laptop we paid for it) but I don't have admin and they blocked command prompt. Is there a way I can download steam using windows powershell or some way that doesn’t require admin or cmd.

I doubt it. Is there a windows store version?

Could you set up dual boot on the machine?
Having no admin might prevent the install of re-distributable packages that many games need as well.
Maybe OP's windows account is limited since it is a school laptop .
Whomever installed windows on that laptop has set in parental controls to prevent user from doing stuff and installing programs.
They blocked cmd prompt lol.
This kid is cheeky but has balls.
use another pc to grab the windows creation tool
reinstall windows on the laptop

Ask the school admin to lift the restrictions placed on the laptop.

An external hard drive with windows installed on it.

Edit: I don't care that they stole my idea . . I care that they don't have any of their own

I mean to be clear how did this laptop come into your ownership? You bought it from someone like HP and provided it to the school to configure? It was provided by the school, and you had to pay/lease it and it has a particular configuration? It's yours but it's intended for a specific use?

I mean if the latter I can understand the temptation. Are there any consequences if you mangle the system and have to go hat in hand to the school's IT department to fix it?

Until he graduates, this is terrible advise. The school has a valid reason for wanting all the PCs that are on the school net to be secured. The school will be upset at breaking that security. A suspension and worse is very likely.
Get a new drive ant install fresh windows on it? That way if anything goes wrong you can put the old drive back in and no one would ever know.

Edit: I think you can also install windows to an external drive and boot from that.

Hey, but if he cant install anything on this, then how he is supposed to install useful tools (like chemoffice, matcad, компас and etc.; Unless if he found portable versions) if he have a project or something. How the work will be done, unless he try my first idea or he somehow use a portable virtual machine.

No; if you lack Admin rights you can't install anything, period.
Even if it was installed already for you, you'd need Admin rights to run it.

Virtual Machine is not going to work either.
Most of the cheaper laptops use CPUs that do not support VMs anyways.

Who configured the laptop?
