It will format your storage device and install a fresh copy of windows. After that the weather app in the lower right taskbar should work.
After that just update windows and install drivers. You can view what you need by looking in device manager. Hardware that is not setup will have a ? or a !. These drivers you will have to install yourself.

It sounds like the PC needs some care and cleaning (maybe physically with the hardware and virtually with Windows). Having the PC cleaned/dusted out, and having the Windows environment looked at may help. If any hardware upgrade would help for startup and general responsiveness, it's be a faster storage drive (SSD) and/or more RAM, but you might not even need that because there's clearly some other issues too. Startup times more than a few minutes (even this is on the longer side even for HDDs) need attention.
With an SSD and a fresh install of Windows, and possibly the dust cleaned out in the meantime, you'd be back where you should be with it. If any purchase is done at all, that'd be the one I'd do.
New GPU will absolutely help with game performance, but none with the issues you mentioned. RAM is absolutely fine. CPU is on the slower side but not the actual cause here.
