Did you check the signal cable?

yes
The signal cable is the video cable between the computer and monitor. If it is securely connected to the computer and monitor it's faulty. Throw it out and replace it with a new one if it's not just loose at the connections.
So the question is; what kind of cable do you have connected from either the Motherboard or GPU, to the monitor? Analog is VGA, HDMI/DVI/DP is a Digital signal. Make sure your cable is secure on both ends, and ensure if it's digital to use any "Source" selection on your monitor.

Else, if you have another port on your Motherboard or GPU - then connect a cable to the other port. If you're using a GPU, then do NOT connect the monitor to the motherboard.

Also check your Motherboard for a POST Diagnostic error if it has one (two character LED, if you have it refer to the manual for the Error it is giving you).

If that happens when you correctly select DVI, either you have an issue with the cable, the GPUs port, or the PCIE slot itself.

You can attempt another PCIE slot, if you have one. Another DVI cable or definitely ensure it's selecting the right source. POST LED or certain beeps on startup can in some cases tell you if theres an issue with the GPU or not.
