Ryzen 5 5600x + RTX 3060 ti really underwhelming?
A got a new pre built pc with aforementioned hardware and when I tested AC odyssey today I was pretty disappointed as the game stutters badly even when lowering settings. I also was playing GR Wildlands with a friend the other night and then it was working just fine but now even that game stutters to some degree. I've tried several things to remedy this to no avail. Even OCing the cpu doesn't seem to do anything. I have the newest Nvidia drivers installed also. I thought this kind of a pc could run AC odyssey without too much stuttering as my older one with i7 4790K and 1070 ran it pretty well without any major sacrifices in settings.

try re-installing the game on a SSD of m.2 if it's not already.

It is on an SSD. And like I said earlier, GR Wildlands worked just fine when I was playing it with a friend but now even that game stutters for some reason. So something has happened at some point but I don't have any clue what...

one of my points was also that you just re-install anyways if you haven't. I know I didn't specify that but I would just in case. just a suggestion. If you already did or you can't because your bandwidth is too slow nevermind.
try going to windows system restore and go back to earlier date when the pc was running correctly.if that doesnt work throw the 3060ti into the 4790k rig

Well the i7 4790K rig is super old so I don't think that would solve anything...xD
Okay, an update, I got AC Odyssey to run better by installing older GPU drivers with DDU, for some reason Odyssey wasn't utilizing my GPU properly with newer drivers. But GR Wildlands still stutters with the same settings I had when it was running smoothly so that is still a mystery...

Make sure your power plan is one of the Ryzen power plans (given by the chipset driver from AMD)
incorrect , OP owns a 5000 series cpu (5600x). The amd specific powerplans were only included in the chipset drivers for the 3000 series, they are no longer required for the 5000 series because Microsoft made the necessary optimisations to their powerplans for the 5000 series, hence why amd no longer include them in the chipset drivers packages for 5000 series CPUs. The recommended power plan for amd's 5000 series is the windows balanced powerplan. All this info has come directly from amd's Mouth.

post #14 already gave you the solution. use dxvk, download the lasest version from here - https://github.com/doitsujin/dxvk. the limiting factor of AC oddessy is its dx11 api. using vulkan will give you the cpu overhead you need to eliminate the stuttering. even a 12900k would have stuttering issues on that game to some degree if pushing higher framerates.

this is how you set it up - https://www.reddit.com/r/pcgaming/comments/mlfcsc/a_guide_to_dxvk_on_windows/

just a note, you will get alot of stuttering to begin with when using dxvk on windows while the shader cache is being built, once thats all done, it will be smooth.

No, I got AC Odyssey running better so I don't need that fix now. GR Wildlands is running worse than before though, so not sure what's going on there...

Or you can patch it for async shader compilation and have no stutters.
If it's a prebuilt, then it's either crappy 1 stick of ram running at default instead of it's rated speed, or the crappy psu choking your gpu out of power.

Well it uses better parts than those brand prebuilts as it's a custom one built in the shop. It's still possible though that one of the parts has crapped out...

i was going to mention that as ive personally been using the new dxvk async patch but it requires an extra step and certain people dont even know how to appply dxvk, so i was trying to make it somewhat simple. but OP isnt interested , because well, its steam.

I have 300+ hours with Assassin's Creed Odyssey, running with an i5 and GTX 1060. The game works fine high-settings 50 fps.

If nothing works, try reinstalling fresh windows with all drivers updated. It will bound to solve all issues, unless your hardware in faulty.
I think these problems are with the game rather then your hardware tbh, seen some benchmarks (can't be assed to link) that suggests game is cpu bottlenecked / fps not scaling up with lower resolutions on high end rig(3080)
