I'm so confused why you started another thread, never came back to the old thread after many things were listed.
We don't even know what windows you're using. Ryzen video games stutter is going to be tied to the firmware. You have to disable it in the bios. You can also get a tpm module to bypass the fTPM.

locking the fps is irrelevant if the render thread is being interrupted. vsync on/off, gsync on/off, fps caps etc all won't hide them. whether it be 600fps or 60, you'd still see them. Only variable is more frames are discarded at higher framerates.
The only remotely relevant response has come from post #6. Although this to my knowledge only affects windows 11 and the OP hasn't included which OS they're running.
In my experience stutters are usually caused by 1 of 5 things:
1) the game engine
2) av software's realtime scanning
3) the intel rapid storage driver
4) amd cppc
5) storage media used
we can rule out 3 and 5 at least.
Anyway, even if that was the case (you felt frustrated your thread for help got overtaken by something else), you still failed to provide information or feedback to any of those suggestions when reposing this thread. That's just going to make the people who offered help before less likely to even want to try.
That brings me to my final point, where I'll try and offer what little help I can. Information in, information out. You can't just hope you'll get a magical response on little information provided. It's like saying "my PC crashes, why" and expecting the exact fix. It may happen, but you increase the chances when you provide more information. You reposted this two days later just to add that you play the games from an SSD. You did list your hardware and one game, and that you have stuttering as your issue, but more information might be helpful.
What other games does this affect?
What is the nature of the stuttering (is it consistent, is it frequent, is it at certain times, etc.)?
Does it happen outside games too or no?
I imagine temperatures are okay given it's relatively newer hardware and unlikely to be dusty, but it's worth checking temperatures.
What operating system?
What PSU?
Lastly, if it mostly affects one thing/game, it might be better to seek advice relevant to Valorant if that's the prime case? Afterall, if I had a Minecraft issue, I'd probably stand a better chance of success seeking Minecraft channels in addition to or even rather than Steam (not saying you can't ask here, mind you, but if it's mostly a Valorant thing it's a thought).

Disable Secure Boot.
Clean install your OS if you have to.
If using Win10 it will really help to do a clean install from self-made USB after making that USB for Win10 64bit 21H2. Then once in Windows, do all the Windows Updates and also look at what Optional Updates are present. Google the KB# of the optional ones and install any that are a performance based hot-fix.
Then disable Windows auto driver install feature; Fast Startup and Hibernation.
Reboot as needed.
Then download + install all latest drivers. Namely the AMD Ryzen Chipset Driver and latest AMD Radeon GPU drivers + software.
So even if you don't have AMD and you have this highly, highly annoying issue in Windows 11 try this. It does involve several keys in the registry so I would be careful and all that.
