but gpu aint all
if you have a good cpu and ram that supports your gpu you can throw any game at it =)
i have a gtx 750 ti and it runs great ! =)
i get 300 + fps in any games thanks to my ram and ssd and cpu =)
well depends on what gamers and how well optimised they are :P
i can get more fps if i lower settings but i usually set em on high and ultra but remove the anti aliasing and the other junk that just drains the power for no real reason and i still get great looking games so
"meh" :D
not even about opimisation. Games evolve over the time and therefor also their requirements. Also many games doesnt depend on the CPU. SSD has no impact on FPS at all. RAM only slightly in msot games but not all. In many games the difference between DDR4-2133 vs DDR4-3200 is often under 5 fps.
Also lowering the resolution to 480p and running at lowest settings to gain 300 fps in low end games doesnt mean you have a good GPU...
Even the 1080 fails to deliver constant 60 fps in 1080p ultra in GRW and that is not because of bad optimization. Its mostly because the huge impact of ultra settings and the wide area with many details that needs to be rendered.
All of this is based on the idea you have a good cooler.
You could jump ahead a few steps and try 1.25v at a multiplier of 38 and work them both up / down to suit, with a good cooler you should be able to get to 4GHz at around 1.3-1.35.
most importantly csgo is the game to benchmark... Even Intel HD 630 iGPU gets 200 fps on ultra 1080p...
do some research before essentially calling it a POS.
CSGO is more CPU bound than GPU, so that isnt a good example.

As for OC'ing the CPU, it would be best to search for OC'ing results done with that CPU
The motherboard you have may also limit any possible overclocking capabilities, so if its some crappy board it may not be worth attempting.
