Official specs show the TJ max (max temp) as 100c. Throttle will occur ~5c before this point. So, you are within operational temps at 84c.
If you are approaching 90c, you should probably start looking into better cooling. Or re-evaluating your overclock, if you have one. If you are on stock clocks, then you really have something up with your cooling solution.
Yes it will thermal throttle around 95*C to help prevent actual overheat.
80*C is NOT hot for modern hardware.
Maybe not dangerous, but it's not ideal. A 7700K isn't a particular hot CPU, the only reason it's getting that hot is an evidently inadequate cooling system.
OP, I'd upgrade the cooling at your earliest opportunity. It's not dangerously overheating, but it'll last longer and be more reliable at a lower temp. And a lot more comfortable to sit next to.

Manually change it as low as it will go until unstable, then raise it slightly until stable.
It should never be left on AUTO.
