Issue regarding CPU upgrade (boot looping)

Long story, would really appreciatie if you'd take the time and read it.

So i was using a ryzen 7 1700 on a asrock B450 pro4 with stock cooler for 3 years apart from rare crashes and bluescreens there weren't any noticiable defects. I decided it was time for an upgrade. I updated the bios to version 5.00 before installing the new CPU.
I got a ryzen 5 5600x second hand and also bought a gelid solutions phantom cooler. The cooler was working fine with the 1700. At the guys house, the cpu was working fine, I kept in touch with him and it was clearly working on his pc so i dont think i got scammed. Then, when I first booted it with the new CPU, it would get into windows fine, and after 10 sec it would freeze and restart itself. After that, the period of time it gave us before freezing became shorter and shorter until it froze before letting me see the login screen. However, in secure boot (the option you get after the system restarts 3 times) It would sometimes give me a couple minutes before crashing.I could get into the bios and the cpu temprature was not high (34 - 43 Celcius) Once it even stayed on for about 30 minutes until I shut it down myself. After reading on a forum it could be an issue related to the ram so I reseated it. After then it got bad. Now its stuck in a never-ending boot loop. It boots, then just restarts itself after having all the fans spin at maximum speed for 25 seconds while the screen stays black.

what we tried:
Different (the one I had in it first) cpu
Different RAM (tested on each slot)
CMOS battery reset 20 times
CMOS header reset via motherboard
Turned on without a video card
Clean install windows (back when it still booted)
New motherboard (still same issue)

Lmk if you have any questions i really want this fixed :(

How many times did you let it reboot. It's normal for a PC to reboot a couple of times after installing new ram.

Memory training.
If your PC had a "serious" issue running the applied XMP profile, it should verify this all on its own by auto-rebooting or causing a BSOD. Then after the reboot the BIOS/UEFI should halt and state "Failed OC status/attempts"

Does it do that for OP's ASRock board? Gigabyte boards at least don't have such a feature.

Plenty of times, I have some experience by now xD it would restart 3 or 4 times usually before actually booting

I'm curious as to why it wouldn't post after a cmos reset, & would like to ask if I may, did you -

Unplug power cord.
Remove cmos battery.
Turn computer on.
Turn computer off.
Replace cmos battery.
Replace power cord.
Turn computer on.

I once might have powered it on without the battery by accident. But how do i turn computer on after i unplugged the power cord?
Update: i have decided its now time to test the cpu and gpu in my friends system. Everything else has been tried. I strongly syspect the cpu being defect. Which really sucks because then it must have broken during the trip back home. the previous owner is willing to pay 100 euro back if its actually broken so thats nice. will keep you updated and lmk if theres anything i should know
Update: tried the cpu in my friends system and it had the same issue. So i will see if theres any warranty i can get.

Maybe i should have tried this right away but what are the chances, right?

I want to thank you all for the effort you guys put into helping me. Hopefully I dont need to start another thread on this pc ever again.
