All Monitors will have that name for most part, that's normal.

That's fine because all the data about the monitor is read by Windows directly from the monitor. So the name is irrelevant.
The refresh rates are read from the monitor and will be dictated by the monitor, the graphics card and the cable.
It is most likely that the combination can only support 30Hz, especially if it is a 4K monitor. Since it's not the monitor at fault, and it's not the cable, I can only assume it's the graphics card.
As jason mentioned, the card can't do that resolution at 60 Hz as it's only HDMI 1.4, so you'll need a different GPU to do so.

get a non f cpu and use its igpu, will be way better than the gtx 3xx-7xx series

I think jason is probably right on the money. HDMI 2.0 didn't come out until 2013. And the GT330 almost certainly doesn't have DisplayPort.
I'd also say the IGP in the 10700F is probably quite a bit better than the GT330. A decade old OEM card that's a cut down/re-branded version of a card that's even years older is going to be weaker than an IGP at some point. And without DisplayPort or HDMI 2.0 you're going to have some limitations with 4K, as you've experienced.
I would just use your IGP for the time being.
