LG 27UN850-W is stuck on 30hz?
So a few weeks ago I bought the LG 27UN850-W and tested it out with my current PC that I'm using (it's a office pc with integrated graphics) and using the hdmi cable that came with the monitor, I had options of 24-30hz.
Yesterday, I finally build my own PC (without a graphics card). As a way to test all of my components, my friend let me have his GT 330, and I bought a display port (Benfei display cable on amazon) so I can connect it with the 4k monitor. However, the monitor is stuck at 30hz. I went to the monitor properties and tried to change it, but the only option was 30hz. Also the monitor was named "Generic PnP Monitor".
I'm unsure what to do now., because I am new to all of this. Is it the graphics card that is restricting the refresh rate, the display cable, or is it the monitor?

Here are my specs for the new build:
ASUS Z490M-Plus
i7-10700F
Nvidia Geforce GT 330
OLOY DDR4 RAM 16 GB (2x8GB) Warhawk 3000 Mhz
Seasonic S12iii-650

Specs for the Office Pc:
i5-9400
UHD 630
16GB RAM

gt are low tdp cards, often passive cooled (no fan on them)
they do not get hot since they are so low power

its only has 128mb vram
which is just enough for a 1080p display, i doubt its enough for areo effects of win vista-7-10

grab any other gpu released later than 2013, it wil be much better and capable of outputting 1080p through hdmi or dvi-hdmi adapter

OP needs 4k (at 60 Hz), not 1080p.

The Core i7 10400F doesn't have an IGP, the GT 330 supports HDMI 1.4 maximum (4k is supported but only at 30 Hz), and from what I'm finding, even the IGP in the Core i5 9400 only does HDMI 2.0 if a separate encoder or something is present (see under features[www.notebookcheck.net])? Not sure on that, but if so, it'd explain why the OP couldn't get it working at 60 Hz even on that PC, despite the CPU and IGP on it being rather recent.

Edit: And to clarify, I wouldn't use date as a good indicator. A GeForce GT 710, for example, is a few years newer than 2013, but won't typically (ever?) support HDMI 2.0, probably because it's actually a Fermi card, and even most (all?) Kepler didn't support HDMI 2.0. So just make sure it supports HDMI 2.0.

the intel hd on the i5 9400 can output 4k60
if it has problems, it may be the tv, for vizio make sure its on input 5 or 4 (last one is often marked best 4k60)
if its a display, use dp or dl dvi-d instead of hdmi
Is this incorrect, then (from here[www.notebookcheck.net])?

"The features of the UHD 630 are the same as for the HD 630 and therefore H.265/HEVC Main10 profile at 10-bit color depth are supported in hardware. Furthermore, HDCP 2.2 is also supported in all chips, which allows Netflix 4K videos, for instance. HDMI 2.0 however is still only supported with an external converter chip (LSPCon)."

If the PC has Display Port, that should let you get around the limitation there though.
The GPU onboard the Intel 9400 CPU can handle using your Monitor properly as intended.
That GT 330 though can not.

ALWAYS use DisplayPort (DP) when available.

Your Intel 10th Gen PC requires a modern GPU such as GTX 9xx or 10 series; or better.
