they do not get hot since they are so low power
its only has 128mb vram
which is just enough for a 1080p display, i doubt its enough for areo effects of win vista-7-10
grab any other gpu released later than 2013, it wil be much better and capable of outputting 1080p through hdmi or dvi-hdmi adapter
The Core i7 10400F doesn't have an IGP, the GT 330 supports HDMI 1.4 maximum (4k is supported but only at 30 Hz), and from what I'm finding, even the IGP in the Core i5 9400 only does HDMI 2.0 if a separate encoder or something is present (see under features[www.notebookcheck.net])? Not sure on that, but if so, it'd explain why the OP couldn't get it working at 60 Hz even on that PC, despite the CPU and IGP on it being rather recent.
Edit: And to clarify, I wouldn't use date as a good indicator. A GeForce GT 710, for example, is a few years newer than 2013, but won't typically (ever?) support HDMI 2.0, probably because it's actually a Fermi card, and even most (all?) Kepler didn't support HDMI 2.0. So just make sure it supports HDMI 2.0.
if it has problems, it may be the tv, for vizio make sure its on input 5 or 4 (last one is often marked best 4k60)
if its a display, use dp or dl dvi-d instead of hdmi

If the PC has Display Port, that should let you get around the limitation there though.
That GT 330 though can not.
ALWAYS use DisplayPort (DP) when available.
Your Intel 10th Gen PC requires a modern GPU such as GTX 9xx or 10 series; or better.
