Any idea on how to make PC quieter?
I've been using a 3070 and my gpu fan ramps up to 50-55 percent while in games I use a custom curve which stays at 30 percent fan speed until it hits 55 degrees in which it ramps up to 45 . It then goes up to 50 percent when it hits 70 degrees.

70c while gaming is normal. you may need better case cooling if you want it lowered. what is your case fan setup and how many fans?

I used to have 2 which came with my be quiet base 500. There was one exhaust fan and one input fan however when I added two more output fans I observed no impact in temperatures or fan speeds

Maybe change one of the extra exhaust fans you fitted to a front intake. Sure you want the warmer air exhausted but if you don't have much cooler air going in you don't have much cool air to actually help cool components

What noise? Wear good headphones that won't leave you aching.

what GPU do you have ? @ 50% it should not be that loud.and i would use a set fan speed rather than a curve easier to keep it cool than to cool it down

my suggestions:
1.[IMPOSSIBLE] buy a better graphics card and downclocked to your current specs so the fan speeds lower while gaming
2.replace all your fans with "BE QUIT" fans brand they can be expensive per fan but you can buy them if you want . it is suggested to buy multiple fans so they flow the same air at lower speed and noise
3. upgrade your PSU to a higher grade(plus 80) (example bronze-> gold)
4.replace HDD with SSD
5.buy a better CPU cooler like a "BE QUIT" dark block so you get more cooling power alternative you can buy a water cooler

For case fans and CPU cooler, Noctua is better.

Not 100% true. Not long ago someone tested a lot of fans and you have many choises for silent (50% fan speed) and good cooling.

Hyper212 Black Edition and all Corsair SP Fans
Cheaper and quiet.

The main problem here is the 3070, its a powerful card. With that it will produce a lot of heat even with that cooler on. If you want it to be more quiet you need to watercool it or run on less FPS in games.
I have the 3080 and even with a open case I can easily reach 70C if I just let it go with unlimited fps.

Open side panel, all fans will go down half speed

Yes if you want a good beefy cooler; look at BeQuiet Dark Rock Pro 4
