The frame rates of the youtube video is my build being tested saying that it runs at 60 fps with specific games
The Rx 570 should easily hit %100 ^ usage if your res is at least 1080p, use msiafterburner to monitor usage during gaming.
Make sure vsync is off and you should hit %100 usage.
CPU bottleneck would cause the GPU to have lower usage, because the CPU can't provide instructions fast enough, which results in the GPU 'waiting.'
What is called a 'GPU Bottleneck' is where the GPU is at 99-100%.

50% usage (without an FPS cap) is bad.
That's kinda the point of stress tests, they push hardware as hard they can..
I think he said that he watches videos ti see how his computer should perform.
Because Youtube only has a 60fps limit, so I don't see how he could get 100fps in a youtube video.

Did you tinker with your bios settings? Are you using PCI-E 3.0 x16?
