does the included fan have the LED ring?
Yes.
Just read the specs of the official page, it will state what it includes and what other fan size placements there are. FYI though, don't mix different brands of rgb fans. As each brand does that a little differently and the colors aren't always the same exact shade or brightness when mixing fans. So if you choose a certain brand of case with including rgb fans, either buy more Thermaltake fans to match or remove the included fans and replace them with fans all from another brand of choice. Course when adding fans to a case, u don't need all of them to be led or rgb, as that would probably have the overall lighting end up being way too bright.
I might just add a led strip or some green 120mm's on top idk yet. I don't even have any lights in my current case but I miss them

Exactly, you don't, nobody does. It's just appearance that doesn't add to the functionality but still uses a small bit of electricity.
Cooler Master's RGB MasterFans are pretty cheap (though they are louder than other mainstream brands like Corsair and Noctua, from personal experience with Corsair and Cooler Master) but also may require separately sold splitters when connecting multiple fans due to them being PWM and having 4-pin LED which IIRC is required to even power the LEDs.
