Now I have had Nvidia GPUs for a long time and have overclocked every single one of them with great results.
I currently have an EVGA RTX 3070 Ti FTW3 Ultra which is already factory overclocked quite a bit but I was able to increase the power limit raise the core clock by another +170 mhz and the memory clock by +1000 mhz. So the core clock will boost to around 2145 mhz and the memory to 10502 mhz.
Now every card is different. And also depends on the company that manufactured it like ASUS, EVGA, MSI, Gigabyte, etc. But do some research and download a good overclocking software, I use EVGA's own Precision, but usually whatever company your card is from download that company's software and you can most certainly net some gains out of you GPU.
I get about 10% or more FPS in games. Give or take depending on the games.
And no need to undervolt. I don't know what this craze is with undervolting lately. But essentially what I am trying to tell you is that these guys that said overclocking a GPU is pointless and you don't overclock Nvidia have absolutley no idea what they are talking about.
If you want gains in your games, overclock your GPU!!!!!
GTX 1650 is about on-par with a 1060 6GB or 1070 while the 1660 Ti is around a 1070 Ti and a 1660 Super is around a 1080; when comparing them in performance. Overall the 1650 and 1660 are very good with power consumption while being on par with a more expensive GPU from the previous series (GTX 10). The 1600 series is based on RTX 2060/2070 cores, with RT disabled.
Maybe it just depends on the cards I guess, but I have always overclocked my GPUs and netted performance gains. Never worked with a 16 series or 20 series GPU though.
But I definitely would not say that overclocking a GPU is pointless.
Also, aside from maxing the Power Limit and the Temp Limit(which puts it at 90C), I also put the voltage slider all the way to 100. Doing all this will definitely increase stability and overclocking headroom. It is also supposed to increase temps but I also set up my own pretty aggressive fan profiles and very rarely see temps on my GPU get to 75C.
I have undervolted my RTX 3070 so temps dropped 10-12c (therefore it's almost silent while gaming at max utilisation, peaking at 62c), and at the same time got max clock raised a bit from 1950 to 1980. It dropped down around ~60-100W or so in power usage, with no loss in performance - that's nice IMHO.
Undervolting can never hurt, and often reduces fan noise and temps significantly :D
Ok got you. When explained like that, then I see why you would undervolt. My temps are fine and I don't worry so much about power usage, so I don't really have a need to undervolt. Through the years, however, it was always people raising voltage to increase stability. Now I see a lot of people have been undervolting their CPUs and GPUs. I guess if I had a need to lower temps or worried about my power consumption I would do the same. As far as fan noise, it never really bothers me. I have my CPU and case fans pretty much at max all the time and have my GPU fan profile aggressive so it keeps it extra cool.

Usually with all of NVIDIA's offerings over the years, the x50/xx50 GPUs never OC well and basically what you buy is all you will get out of it. You pretty much want an xx70 or higher NV-GPU if you want to OC well. But also some of the 1660 GPUs don't do too bad with that. Something like 1650 I would just avoid, as it's just way too low-end for modern games.
