My PC won't wake up from sleep! Also, is my graphics card broken?

Ok, so, i got quite a problem. I created 
2nd user on my PC. The problem is, when i switched to that new user, i put the computer to sleep, but i couldn't wake it up. Even if i turn off, or switch off power (that I and 0 switch/button) and get power suply cable off the PC it won't wake up. Then i deatached and attached my graphics card, and my Windows 10 woke up! I was really happy. But i wouldn't be i if i just stopped there. After that glorious boot i set the PC, on the same user, to sleep mode again, but it did the same thing. I just wasn't able to wake it up. I tried to deattach and attach my graphics card, but it didn't boot. Now, i am curious if there is a fix for this, or my graphics card is just broken.
I have some photos of my graphics card, but i don't know how to put them in this blank field. I don't see anything like attach photo, document etc.
Monitor flashes orange instead of blue.
My PC specs:
Windows 10 Pro 64x
300gb of Hard Disk storage
4 gb of RAM with 400mhz ddr1 (I saw that somewhere, but i don't remember where, maybe i have ddr2)
q6600 stock
Palit 9800gt
Good enough Power Supply (trust me, it is)
Asus P5QL pro (socket 776( obviously))
