Does all of this mean i will b able to get full performance oot of both a gpu and nvne regardless of which cpu i get

Pretty much.
ryzen2 overclocking
Does oeverclocking a ryzen 2 with XFR rather than doing it manually get a much better result?
what is the highest you can get one with XFR using the stick cooler?
can XFR get higher speeds if you use a after marked cooler?
You don't "do overclocking" with XFR. XFR is a Boost Clock tech which pushes clockspeed as high as cooling let's it. Up to the set maximum.

In case of the R5 2600X, this means that with good enough cooling, it boosts up to 4.2Ghz.

(XFR stands for eXtended Frequency Range.)

On a side note, if youw ant to overclock your limitation enarly always is the cooling. And a good cooler is mandatory. Besides of that. YOu should really read into it befor actually trying.
No offesne, but that whole question learly shows that you're not ready to overclock.

But to give you a 2nd hint besides the cooling, manual overclockign si always the way to go if you aim for optimal performance.

Ive been overclocking for years
My 2500k has a after market cooler and has its voltage invreased to 1.35 ands its multiplier incteased to 4.4 ( 4.4ghz) first done with software and later from bios
The ryzen coolers do a fantastic job and if you plan on overclockimg you might as well just buy the x version as it’s already done. If your gonna overclock a non x you will need aftermarket cooler

even for an X you need an aftermarket cooler for overclocking. Even though the Wraith Spire is betetr then the Intel Cooler it still is far behind Aftermarker coolers. If you want to do real overclocking, it always come down to the temperature limit and then you want preferably a 200W+ TDP cooler
I have ordered a ryzen2 2700x and an afer market cooler

I understand that these CPUs max out at arround 4.2ghz/4.3ghz and i can forget about 4.4ghz
with that in mind is there any reason to manually overclock or should i just use XFR2

Just let the XFR2 handle it's job. Will be more power-efficient than trying to manually run all cores ate 4.2/4.3Ghz.
